Since all of these Botnets must be running on open source machines because otherwise some lawyer would be bringing a class action suit against Microsoft for creating this extensive and expensive mess... it seems clear that the solution is to stop open source from being used on the web.
Or, maybe the source of the software that enables all of these botnets could offer to support a re-engineering of the mail protocols without claiming IP and demanding payment from the rest of the world for the problem that they caused. Hmmmm.
Naw, that's not gong to happen. I guess we have to put our hopes on the laywers... double Hmmmm.

Why don't ISPs just enforce their TOS and block subscriber port
ISPs provide the subscribers their connectivity and have terms of service that disallows any servers from non-business customers (who pay extra to have servers). So why don't they just block port 25 outbound traffic?
If this were done, then the only botnet participants would be businesses with infected systems, and they have a financial stake to put a stop to it and clean their systems.

Blocking port 25
If you block port 25, the spammer trojan can use any other port.
If fixing spam where easy, it would've been done by now.
