The Markey/Pickering bill sounds like another of those worthless 'non-binding resolutions'

The Markey/Pickering bill sounds like another of those worthless "non-binding resolutions" congress is so fond of. Wasting my money on needless talk and voting one something that doesn't matter and isn't a law. What's the point other than to attempt to justify their own existence?
